How Repeat works
How does Repeat work?
As you play the spell, you may pay its Repeat cost on top of its normal cost. If you do, everything the spell tells you to do as it resolves happens a second time.
Core Rules 820.1.b, 820.1.dRiftbound Core Rules: Spiritforged Patch Notes
When do I decide whether to pay for Repeat?
While you're playing the spell, before anything resolves. You can't wait to see how the first effect turns out.
Core Rules 820.1.c.1, 355.1.a
Can the second effect choose different targets?
Yes. You make the choices for both as you play the spell, and they can match or differ: the same target or another one, and on a "Choose one" spell, the same mode or another.
Core Rules 820.2, 820.2.a
Can I pay Repeat more than once?
Each Repeat cost can be paid only once. A spell with several Repeat costs, like Curtain Call, lets you pay each of them, and its effect happens once more for each one you pay.
Core Rules 820.1.c.2, 820.1.c.3, 820.3
Does a repeated spell count as two spells?
No. It's still played only once, so effects that care about playing spells see one. Riot's example is Ravenbloom Student, which gets +1 Might once, not twice.
Core Rules 820.3.aRiftbound Core Rules: Spiritforged Patch Notes
Is everything on the spell repeated?
Only its instructions: what the spell tells you to do as it resolves. Anything done while you play it, like paying an additional cost, happens once.
Core Rules 820.1.d, 135.2.b.3Riftbound Spiritforged FAQ
What if the first effect removes the target?
Then the second one has no legal target and does nothing, and neither do instructions linked to it. Riot's example: a Hidden Blade given Repeat and aimed at the same unit twice kills it once, so its controller draws 2 cards, not 4.

Can Repeat costs be reduced?
Yes, by discounts on Repeat or other optional additional costs, like Ezreal, Prodigy's or Marai Spire's. A discount on the spell itself applies only once. In Riot's example, Find Your Center given Repeat by Temporal Portal costs 3, plus 3 for Repeat, minus its own discount of 2, for 4 in total.
Core Rules 356.4.fRiftbound Spiritforged FAQ
Example: Rocket Barrage, twice
You play Rocket Barrage for 4 energy and one Mind power, and also pay its Repeat cost of another 4 energy and one Mind power. As you play it, you make both sets of choices: deal 4 to a unit in a base, and kill a gear. When it resolves, it does both. It still counts as one spell played.

Official rulings
Riot's own words, from its rules articles.
Repeat is an optional additional cost that, when paid, will let you execute the effect of the spell one additional time. You can only pay this cost once, and this still only counts as playing the spell once (sorry, Ravenbloom Student).
What parts of a spell does the Repeat ability cause to be repeated? Is it the entire effect? If I use Temporal Portal to give Find Your Center Repeat and pay the cost while its cost reduction applies, does the cost reduction happen once or twice, and does the final spell cost 2 or 4?
Repeat causes you to repeat execution of a spell’s “instructions,” which are the things the spell tells you to do as it resolves. … And the Repeat cost of Find Your Center isn’t reduced, even when its base cost is, because anything that asks for a card’s cost finds its printed cost as the answer. This means that Find Your Center’s cost reduction applies only once and the final spell costs 4—its base cost of 3, plus its Repeat cost of 3, minus its cost reduction of 2.
What costs does Ezreal, Prodigy reduce? Does he reduce Repeat costs? Accelerate costs? Equip costs?
Ezreal, Prodigy reduces additional costs that are optional to pay. These will generally use both the words “additional cost” and the word “may.” Repeat and Accelerate are the two main sources of optional additional costs, but Ezreal can also offer a discount for one-off oddballs like Blast Corps Cadet.
This is a case where, for example, you play Hidden Blade choosing an enemy unit and they play Star-Crossed in reaction, returning their unit to hand. When Hidden Blade resolves, the unit isn’t on the board, so we ignore the “Its controller draws 2.” instruction. Alternatively, if Hidden Blade is given the Repeat keyword by the Academy and both executions target the same unit, this is the reason why the unit’s controller doesn’t draw 4 cards.
