- Legion is a Dependent Keyword.
- 812.1.a
- It is formatted as "[Legion][>] [Text]".
- 812.1.b
- Starting from the Keyword to the end of the clause, the entire statement is the Legion Ability.
- 812.1.b.1
- Legion is functionally short for “If you have played another card this turn, this card gains [Text].”
- 812.1.b.2
- The [Text] is the Dependent Ability.
- 812.1.c
- As long as a card different than the one with the Legion ability has been Finalized by you on the same turn then the Dependent Ability is Active on the card with Legion.
- 812.2
- All instances of Legion on cards a player controls are satisfied by that player playing a single card.

How Legion works
What counts as playing another card?
Any card you played earlier in the turn, other than the Legion card itself: a unit, a spell or a gear. Tokens and abilities don't count, because they aren't cards.
Core Rules 812.1.b.1, 812.1.c, 350.2
Does the other card have to resolve?
No. Legion checks whether you finalized a card, which happens as you finish playing it, before it resolves. A spell you played that your opponent then countered still turns Legion on.
Core Rules 812.1.c, 420.4.b
Does hiding a card turn Legion on?
No. Hiding isn't playing. Playing that card from facedown on a later turn does count.
Core Rules 811.1.c.1, 811.1.c.3
Does one card turn on all my Legion abilities?
Yes. A single card you've played satisfies every Legion ability on every card you control for the rest of that turn.
Core Rules 812.2
Does a spell I took from my opponent count?
No. Legion only counts cards you finalized yourself. If you take control of an opponent's spell with Rebuttal, it still counts for your opponent's Legion, not yours.

What happens if I haven't played another card yet?
The Legion ability is inactive: it doesn't apply, it can't trigger and it can't be activated. The rest of the card works as normal.

What does the arrow after Legion mean?
It points to the ability Legion controls, which runs from the keyword to the end of that sentence. Riot added the arrow in Unleashed; Origins cards print a dash in the same place.

Example: Noxian Guillotine
Noxian Guillotine reads "Choose a unit. Kill it the next time it takes damage this turn," with Legion: "Kill it now instead." Play it as your first card of the turn and the unit only dies if it takes damage later. Play another card first and Legion is on, so the unit is killed right away.

Official rulings
Riot's own words, from its rules articles.
A dependent keyword is made up of two parts: the keyword itself, which is short for a condition, and the dependent ability that is active while the condition is fulfilled. So long as the condition is not fulfilled, the ability is inactive meaning the ability’s effect will not apply and it can’t be triggered or activated.
Battering Ram and Legion, on the other hand, check whether cards were finalized. Although you gained control of Stupefy, you did not finalize it; you got it after it was already finalized by your opponent. Thus, your opponent’s Legion abilities will be active…
